OIE Regional Workshop on Harmonisation of Veterinary Vaccines
(Pakchong, Thailand, 21-25 January 2008)

The Workshop was organised to provide information on OIE standards and discuss the draft standards on veterinary vaccines which are used in the ASEAN region and to which OIE standards are not currently applied.  The selected vaccines, for discussions of which draft standards were discussed in the Workshop, were (a) Swollen Head Syndrome Vaccine, (b) Porcine Parvovirus Vaccine, (c) Porcine Mycoplasma Vaccine, (d) Avian E. coli Vaccine and (e) Porcine Actinobacillus Pleuroneumoniae Vaccine.

The Workshop was attended by 18 participants who are involved in veterinary vaccine assay (two from each country:  one veterinary officer designated as the National Focal Point for Animal Vaccines and other veterinary medicinal products, and the other veterinary officer engaged/experienced in veterinary drug assay laboratory work), in the respective countries, namely Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam (Brunei was not able to participate in the Workshop, while it was also invited to attend), observers from Thailand (host country) and the OIE (Dr Francois Diaz from the Scientific and Technical Department, OIE Central Bureau, Drs T. Fujita and Y. Sakurai from the Regional Representation based in Tokyo); Dr Michiko Kawanishi form the National Veterinary Assay Laboratory (NVAL), Ministry of Agriculture, Forestry and Fisheries, Japan, Dr Stephen Page from the Advanced Veterinary Therapeutics, Australia, Dr Soeripto from the Indonesian Research Centre for Veterinary Science as resource persons.

Dr Jarunee Satra, Director of VBAD, Dr T. Fujita, OIE Asia-Pacific and Dr Thanit Anekwit, Deputy Director General of the DLD, delivered opening addresses.  Dr Jarunee welcomed the participants, lecturers and observers, and introduced the background of the Workshop.  Dr Fujita explained the objective of the Workshop and stressed the importance of veterinary medicinal products in animal disease prevention, control and treatment, and also the importance of official control of them under harmonised standards.  Dr Thanit officially declared the opening of the Workshop.

General lectures were made on OIE standards and the process of setting standards by Dr Diaz, on utilisation of animal vaccines for disease prevention and control, and registration of vaccines by Dr Page, on legal control and regulations on veterinary biological products by Dr Kawanishi, and on background and purpose of ASEAN standard of animal vaccine preparation by Dr Jarunee.

Each participating country from ASEAN reported its current situation on the list of vaccine types used in the country including the standards used for quality assay of each vaccine type.

The participants visited the Veterinary Biologics Assay Laboratory, Pakchong.

Before discussions on the draft standards, the basic information on each disease and vaccine selected for the Workshop was provided by Dr Page (on (a), (b), (c) and (e)) and Dr Soeripto (on (d)).

The draft standards for discussions were prepared by Dr Jarunee (on (a), (b), (c) and (e)) and Indonesia (on (d)).  References were made to the European Pharmacopeia, the Title 9 of the Code of Federal Regulations, Animals and Animal Products, (9CFR) of the USDA and the Minimum Requirements for Veterinary Biological Products and National Assay of Japan.
 
The Workshop, moderated by Dr Jarunee, discussed prepared draft standards.  Finally, the participants agreed to propose four new draft standards ((a), (b), (c) and (d)) and one revision ((e)) of the existing ASEAN Standard for Animal Vaccines to the ASEAN Focal Points and ASEAN Secretariat for discussion at the next ASEAN Sectoral Working Group on Livestock (ASWGL) Meeting to be held in Cambodia in 2008.

At the closing ceremony, Dr Jarunee summarised the Workshop and Dr Y. Sakurai of the OIE Asia-Pacific and Dr Sakchai Sriboonsue, Director General of the DLD, delivered closing addresses. 

The Workshop was successfully organised with the collaboration of the VBAD. The participants actively discussed the draft standards on selected vaccines and agreed to propose the final drafts to the ASEAN Focal Points and ASEAN Secretariat for discussion at the next ASWGL Meeting to be held in Cambodia in 2008.
